Scope of Work:

The scope of works included the replacement of the roofing and the mechanical/air-conditioning systems to the historic New South Wales Parliament House buildings, including the Rum Hospital, Historic Lobby, Legislative Council Chamber, Presidents Wing, Legislative Assembly Chamber and Speakers Wing.

The overall scope of works successfully completed by Murphy’s Construction Group included:

  • Comprehensive survey and dilapidation reporting on all historic buildings onsite
  • Design, erection and certification of temporary access provisions, hoardings and scaffolding. This facilitated the inspections and works, whilst ensuring safe and normal access for parliamentary members, the public and other stakeholders was maintained throughout all works.
  • Heritage roof replacement works utilising heritage materials
  • Historic Roof Plumbing, including zinc, guttering and copper works
  • Decorative lead works and detailing
  • Structural steelwork, including engineering design and certification works
  • Preparation and painting works – heritage painting
  • Demolition and careful deconstruction works
  • Heritage carpentry and joinery works
  • Removal/remediation of lead dust and friable asbestos dust
  • Replacement of the mechanical/air-conditioning system to the legislative assembly chamber with a new Air Handling Unit System
  • Replacement of the Mechanical/air-conditioning system to the Jubilee Room with a new AHU System
  • Integration of the Building Management System for the new air conditioning plant

Murphy’s management team liaised with the reputable heritage architectural consultants Clive Lucas, Stapleton & Partners throughout the entire project to ensure compliance with the specifications and retain the historic detailing of the building.

The historical aspects of the buildings were of critical importance as they have been in use since 1856 as the NSW Parliament. As such have highly significant value in city, state and Australian history.

Critically, the programmed replacement of the mechanical air-conditioning plant was to be executed and completed whilst NSW Parliament was not sitting. Murphy’s management achieved this through liaising with the necessary authorities, consultants and contractors. The entire system was replaced, tested, integrated, commissioned and made fully operational with no disruption to the activities in any part of the occupied buildings.

  • Weekly project meetings with client throughout the project for communication and program updates
  • Preservation of Heritage aspects of the building, with the implementation of task specific Inspection Test Plans (ITP’s) for compliance with the heritage architect’s specification and details
  • Murphy’s able to remediate the hazardous materials discovered during the course of the Project works internally with our AS1 friable asbestos removal licence
