St. Peters Town Hall Roof Renewal & Improvements


The work included the removal & disposal of a Dilapidated Slate Roof covering, including for flashing, Eaves Guttering, battens, flashings & cappings and Replacement it with new wire, insulation, Heritage style Roof sheets, flashings, cappings, Eaves Guttering & all Roof Plumbing Works.

As the St. Peters Town Hall is located directly under the Flight Path of Sydney Airport we were required to install comprehensive Sound Proofing within the Ceiling space of the Building. This was completed to the requirements of the engaged Acoustic engineer.

All removed materials were required to be reinstated with new materials conforming to the project specification & relevant Australian Standards.

To ensure the Roof remained weathertight at all times Murphy’s removed & reinstated the roof sheeting progressively, targeting portions of the Roof at a time. This was possible because of the amount of hips & various Sections of the Roof. All removed slate was reinstated with new Roof Covering on the same day they were removed.

Murphy’s Policy is to ensure all works are executed in the safest manner possible, hence Murphy’s implemented many controls to eliminate all risks associated with the works.

Murphy’s project, safety & site manager all consulted together & produced a Project Safety Management Plan (PSMP) which was implemented for the works.



The most challenging aspect of the project was to safely protect and isolate the works from the surrounding environment, neighbours and properties, in particular during the crane lifting works under the Sydney Airport Flight Path. This was successfully achieved through communication & liaising with the relevant Airport Authorities.

Full height scaffold with stretcher stairs were erected to provide safe and compliant access to the Roof. Custom engineered safety perimeter handrails and edge protection were designed and erected to the perimeter of the Building to provide a safe working Environment at heights.

With our Scaffolders & independent engineer we developed a system of Accessing the Eaves for the timber repairs & Painting with the Construction of a Drop down Scaffold.

Part of the works was also to clean and decontaminate the roof space free from Hazardous Materials, which were particularly high because of the flight path. This was completed by Murphy’s hazmat division under our AS1 Asbestos Removal Licence with all Workcover & Code of Practice requirements implemented.

All Hazardous Materials removal works were monitored & executed in accordance with relevant legislation & codes of practice. Air-monitoring was established each day of the Hazardous Materials removal & decontamination works, and we attained appropriate clearance certificates to verify compliant removal works.

Murphy’s site set-up was minimal but adequate due to the fact that the site remained live during the works & was required to be operational at all times. Murphy’s established a small site compound in an approved area onsite for the successful administration of the contract.

Murphy’s were engaged to complete some internal works within the Ceiling space to upgrade the Structure & improve the Strength for compliance with the current requirements of the Timber Framing Code (Australia). These works were programmed when there were no occupants below & executed by our trade qualified Structural Carpenters.

For all works on the project Murphy’s management developed Inspection Test Plans (ITP’s). These procedural documents were issued to & implemented by our site manager to ensure all works completed were in accordance with the project specification & relevant Australian Standards.



Closure - St Peter

During and prior to completion of the project Murphy’s progressively assembled their handover documentation to issue to Inner West Council at the completion of the works.  This document comprised of all product, technical literature, warranties, workmanship & contact information as required by Council.  Also in this documentation was all tipping receipts from the asbestos removal, all tests, records, monitoring, results & all associated permits required to carry out the project works.

This manual is an important part of all Projects, and Murphy’s own Quality Assurance provides a comprehensive contents list of requirements which exceeds the normal provisions.

  • The Town Hall remained operational as normal during all works
  • No WHS and/or Environmental issues due to good development & implementation of controls as outlined in the Project Safety Management Plan (PSMP)
  • Project delivered on time to agreed Construction programme
  • No issues with the Flight Path and/or Sydney Airport

All project works were completed to the specification, approved project construction drawings & relevant legislative requirements. The project was delivered on time without any issues throughout the course of the works & Marrickville Council were satisfied with the completed project
